Why is there a box for Exempt and a box for Overtime on the Job Code input screen?

There is no scenario that I can see where a job can be exempt AND earn overtime. They are literally the same thing. If your are exempt, you are EXEMPT from OT.  So, get rid of that confusing OT box.

    Yeah. Delete this. That OT has to do with allowing an exempt individual COMP time, as opposed to OT.  So, you would need that extra check box.
